INTOSAI – Working Group on Environmental Auditing

  • INTOSAI WGEA represented at the COP17

    The 17th Conference of the Parties (COP17) to the United Nations Framework Convention on Climate Change (UNFCCC) took place in Durban, South Africa from 28 November to 9 December 2011. The exhibition booth of INTOSAI WGEA was set up during the 2nd week of the meeting with the help of our colleagues from the SAI of South Africa. Exhibition guests showed interest towards the role and mandate of government audit offices as well as towards the members and work of the WGEA. Information booklets about the WGEA and its recent publications were distributed along with the UNEP-WGEA Auditing the Implementation of Multilateral Environmental Agreements (MEAs): A Primer for Auditors and Greenlines newsletter. We thank Mr Wynand Wentzel, Mr Frederick Hendrik Smith and Mr Cornelius Du Preez from the SAI of South Africa for representing the WGEA at the conference.

  • Environmental Audit Collection 2011

    The Secretariat has yet again launched an annual collection of environmental audits! The Environmental Audits Collection Form 2011 has been sent to all INTOSAI members with a request for countries to share information on their conducted environmental audits to upgrade our Environmental Audits Database and, if necessary, update the contacts of SAIs.

    This year, three other questionnaires are added to encourage countries to share their auditing experience on the topics of environmental data, land use and management and Rio+20 themes. These have been composed by the WGEA Project Leaders USA, Morocco, Brazil and Canada, for the purposes of projects on corresponding topics in the WGEA work plan for 2011-2013.

    The minutes of the 10th Steering Committee meeting of the INTOSAI WGEA held in Marrakech, Morocco are now uploaded under WGEA Activities, Meetings.

  • New guides issued by the Secretariat

    The web page has now been updated with new guidance documents for the Project Leaders. The Secretariat has updated the 2009 guide on developing WGEA guidance materials. Additionally, a new paper with guidance on developing WGEA training materials has been issued. The guides are available here.

  • INTOSAI WGEA released the "Coordinated International Audit on Climate Change" report at XX INCOSAI

    The report is the result of the first ever cooperative audit of governments’ efforts to mitigate and adapt to climate change. Fourteen Supreme Audit Institutions (SAIs) participated in this project. Each SAI designed, carried out, and domestically reported national audits to respond to their country’s climate change priorities and in accordance with their internal practices and standards.

    The report finds that governments have made some progress, but that climate change remains a formidable challenge for them to address better. The report recommends that Supreme Audit Institutions should recognise the importance of Climate Change to their governments and legislatures and the report and related Guide show how SAIs can audit and report on the substantial flows of resources that are involved, their efficiency and effectiveness, and scope for their improvement.

  • INTOSAI WGEA introduces global trends in environmental auditing at COP15 in Copenhagen.

    INTOSAI WGEA has been given the opportunity to organise a side-event on environmental auditing at the UN Climate Change Conference in Copenhagen, representing as an observer the International Organisation of Supreme Audit Institutions (INTOSAI).

     
    At the side-event the focus will be on the audit of climate change all over the world. A brief overview will be given about the organisation and the guidance materials on auditing climate change that will be completed by 2010. Presentations are made on the global climate change audit and a recent joint climate change audit of the European region.
     
     
    The side event will take place on 11 December from 1 to 3 p.m. at the European Union Pavilion.

  • Morocco joins the Steering Committee

    The Court of Accounts of the Kingdom of Morocco has kindly accepted our invitation to become a full member of the INTOSAI WGEA Steering Committee. We are very grateful for the opportunity to further develop our good cooperation and are pleased to welcome the SAI of Morocco to the SC community. The success of the Working Group is largely depending on its members’ contribution to its activities.

  • Working Group and the Steering Committee have a New Member

    We are very pleased to welcome the Supreme Audit Institution of Argentina as a member of the INTOSAI Working Group on Environmental Auditing and as a member of its Steering Committee.

    In the end of April 2009 the Supreme Audit Institution of Argentina was elected as the Chair of the OLACEFS WGEA. The Chairman of the OLACEFS WGEA is Dr Oscar Santiago Lamberto, Auditor General of the SAI of Argentina. We believe that fruitful cooperation between our organisations within the framework of INTOSAI activities will be continued and further developed.

  • The 9th Steering Committee meeting (SC9)

    The 9th Steering Committee meeting will be held in Dar es Salaam in Tanzania from 15 to 18 February 2010. The invitations have been sent out to all SC members and the registration is now open. Deadline for the final registration is 7th of December 2009. Kindly complete and send the registration form to Ms Kairi via e-mail: kairi.raudsepp@riigikontroll.ee or fax: +372 6400 101.

     

    The main purpose of the SC9 meeting is to have further discussions on the guidance documents and other projects and present the communication plans of those as well as developing the next working period’s 2011-2013 Work Plan. We aim to approve the final drafts of the guidance documents at this meeting. 

     

    Also a meeting of the report drafting committee of the WGEA's global coordinated audit on climate change is being held in conjunction with the Steering Committee meeting, from 11 to 13 February 2010. Participating countries have been notified and their registration forms are also expected by the 7th of December 2009.

  • Upcoming SC and WG meetings

    The 9th Steering Committee (SC9) meeting will be held in Dar es Salaam, Tanzania on 15 to 18 February 2010.
    China has kindly offered to host the 13th Working Group Assembly (WG13) meeting, held in June 2010. Exact timing for this meeting will be determined in due course.

  • Working Group has a New Member

    We are very pleased to welcome the State Audit Institution of the Sultanate of Oman as a new member of the INTOSAI WGEA

    State Audit Institution of the Sultanate of Oman has been accosiating closely with the INTOSAI WGEA and participating actively in its programs. We greatly appreciate this active participation and are happy that the SAI of Oman has decided to join our Working Group.

  • OLACEFS WGEA has a new Chairman

    In the end of April 2009 the Supreme Audit Institution of Argentina was elected as the Chair of the OLACEFS Working Group on Environmental Auditing (WGEA). We want to congratulate the SAI of Argentina on the occasion and wish them every success in fulfilling this challenging responsibility. The Chairman of the OLACEFS WGEA is Dr Oscar Santiago Lamberto, Auditor General of the SAI of Argentina.

    We would also like to express our gratitude to the SAI of Brazil for the excellent work done as the previous Chair of this Working Group. OLACEFS WGEA has been very fruitful under their leadership.

  • Annual Collection of Environmental Audits 2009

    The Chair of the WGEA would like to ask new information about environmental audit reports produced by your SAI (if available) in 2008.

    This kind of updating of the database of environmental audits is launched annually. This database is a vital resource for SAIs that want to conduct environmental audits. It is also a source of information for all groups interested in environmental issues and how well governments fulfil their environmental mandates.

    Your response can be sent either electronically, by email, on a CD or on a diskette, or by a regular mail (paper copy). We strongly encourage you to fill-in and submit the form electronically, because it will be easier for us to collect data and analyse the results, and it will facilitate the process for you.

  • Comings and goings of SC and WG Members

    During the 7th Steering Committee (SC7) meeting the Netherlands and South Africa informed the SC that their SAIs had decided to leave the SC. Both SAIs will remain the members of the Working Group. The WGEA would like to thank the Netherlands and South Africa for their valuable efforts and involvement as the members of the SC.

    The Working Group has grown a lot during the last 8 months. The newest members are Armenia, Finland, Morocco, Zambia and Qatar. Also the SAI of Viet Nam has expressed their wish to join the WGEA. The WGEA welcomes all newcomers.

    The SC now has 16 members and the WG 69 SAI members.
