Welcome to the 6th meeting of the INTOSAI Working Group on Environmental Auditing, 10-12 April 2000, Cape Town, South Africa!

Dear colleagues,

In 1998, in Peru and Uruguay the strategy of regionalisation was adopted for the INTOSAI Working Group on Environmental Auditing. The implementation of this strategy began in 1999. At this moment in time, almost all INTOSAI-regions started up a regional working group on environmental auditing. This is a monumental achievement!

Our Working Group meeting in Cape Town, which starts today, marks a very important moment for our Working Group. The number of 39 delegates from 23 participating SAIs to this meeting is more than ever. I would like to welcome all delegates, especially those delegates who attend a meeting of the Working Group for the first time.

It is also a very important moment, because we are firmly 'en route' to the XVIIth INCOSAI meeting, which will be held next year in Seoul, Republic of Korea. This meeting therefore is not only a good opportunity to further encourage the regionalisation process within the INTOSAI regions, but also to look forward to the future, i.e. after Seoul 2001. This meeting is the best opportunity we have to exchange ideas and views on these subjects. As you have seen, the agenda for the meeting is quite extensive. We will talk about a number of products of our Working Group, such as the draft INTOSAI booklet "Guidance on conducting audits of activities with an environmental perspective", the Working Group discussion paper on "Sustainable development" and the draft discussion paper "International Environmental Accords to Audit". But we will also talk about the way we want to present the activities and products of the Working Group at the XVIIth INCOSAI and, very importantly, the organisational shape of the Working Group after 2001.

This edition of Green Lines gives an overview of the final programme of the meeting. As you will see, some very small adjustments have been made. Furthermore, some topics of general intrerest are brought to your attention.

I look forward to our exchange of ideas and discussions in the next two days. I hope we will have a productive meeting together.

Language at the meeting

In the previous Green Lines it was mentioned that the secretariat of the Chair experienced some communication problems, also because of the use of different languages. Therefore, we would like to ask all delegates to communicate as much as possible in English. English is the official language of the Working Group.

 

Practical information: who to contact with questions

Staff Mrs Stuiveling

The Chair of the Working Group will be accompanied by three members of her staff: Mrs. Saskia van der Haagen, assistant to Mrs. Stuiveling, Mr. Floris Roijackers and Mrs. Sylvia van Leeuwen, staff members. The staff is responsible for the substantive content of the meeting, and can be contacted for all questions related to the programme of the meeting and (most) other practical matters.

The Office of the Auditor General of South Africa will be represented by a staff of five persons. Mrs. Debbie van der Westhuizen is responsible for all the logistic and practical details of the organisation of the meeting in Cape Town. Mrs. Annatjie Morgan is the assistant to Mrs. Van der Westhuizen and is responsible for registrations. Furthermore, three ladies form the Cape Town office of the South African SAI will be present for assistance: Lisl Skrikei, Odette Fouri and Kim Tait.

Results of the Second World Water Forum & Ministerial Conference in The Hague, the Netherlands

In the previous Green Lines it was announced that from 17 to 22 March 2000 hundreds of water specialists, politicians, leading experts and top officials from all across the globe would convene in The Hague, The Netherlands, for the Second World Water Forum. The meeting resulted in the following "Declaration of The Hague":

World Water Forum Ministrial Declaration: Water Security in the 21st Century

 

In the Ministerial Declaration providing Water Security in the 21st Century is identified as a common goal. This means "that protection and improvement of fresh water, coastal and related ecosystems is ensured; that sustainable development and political stability are promoted, that every person has access to enough safe water at an affordable cost to lead a healthy and productive life and that the vulnarable are protected from risks of water-related hazards".

According to the Ministers and Heads of Delegation, to achieve water security seven main challenges have to be adressed:

1) Meeting basic needs

2) Securing the food supply

3) Protecting ecosystems

4) Sharing water resources

5) Managing risks

6) Valuing water

7) Governing water wisely

The actions advocated by the Ministers and Heads of Delegation are based on integrated water resources management. This takes account of social, economic and environmental factors and integrates surface water, groundwater and the ecosystems through which they flow. It depends on collaboration and partnerships at all levels, from individual citizens to international organisations, based on a political commitment to, and wider societal awareness of, the need for water security and the sustainable management of water resources. To achieve integrated water resources management, the Ministers and Heads of Delegation observe a need for coherent national and, where appropriate, regional and international policies to overcome fragmentation, and for transparent and accountable institutions at all levels.

To this end, Ministers and Heads of Delegation declare to establish targets and strategies, will support the development of indicators of progress at the national and sub-national level, will work together with other stakeholders to develop a stronger water culture through greater awareness and commitment, and to increase the effectiveness of pollution control strategies, will work within multilateral institutions to strengthen water-related policies and programmes that enhance water security, and to assist countries to address the major challenges.

Staying informed easily on Multilateral Environmental Accords

The world wide web provides interesting possibilities to stay informed of developments concerning Multilateral Environmental Agreements (MEAs). An easy way to stay informed is to subscribe to newsletters that secretariats of MEAs publish.

For example the United Nations Environment Programme (UNEP) publishes the newsletter Synergies in which updates are given on environmental treaties that are UNEP- and UN-administered (www.unep.ch/conventions). Environment House News is an interesting periodical that contains many articles on issues relating to MEAs. It is published by the International Environment House in Geneva (www.environmenthouse.ch). The International Maritime Organisation (IMO) publishes a newsletter with much information on IMO-administered treaties (www.imo.org). Finally, Down to Earth is the newsletter of the secretariat of the Convention to Combat Desertification. Subscription to free electronic versions of newsletters like this, sent to you by e-mail, could be an easy way to stay informed on a basic level.
