Introduction

As you know, the INTOSAI Working Group on Environmental Auditing has been very active for the past nine years. A growing number of SAIs became active in our Working Group or in regional groups and maybe you noticed our questionnaires on environmental auditing. The INTOSAI Working Group has developed many activities and offers guidance in all kind of formats: from documents and booklets to a video, a CD ROM and a website. At INCOSAI XVII in Korea, I will present the achievements of the Working Group between 1999 and 2001 and the new ideas for 2002-2004 in the first General Plenary Session (October 23). Of course this will only give you a brief impression. Therefore, during the first half of the INCOSAI XVII, the Working Group will have an Information Centre with exposition in the conference centre, in which the Working Group activities and the developments in environmental auditing are presented. Moreover the main products of the Working Group will be available for all delegates. We are very grateful to the SAI of Korea to provide us with the Moderato Room. I invite you to visit us during INCOSAI XVII in Seoul. My staff and I are looking forward to welcome you personally there!

Visit the Environmental auditing information centre and exposition

From Sunday 21 October to Wednesday 24 October, the INTOSAI Working Group on Environmental Auditing kindly invites you to visit their exposition in the Moderato Room in the Conference Centre. In the exposition you will find:

  •  a poster exposition with contributions of 18 SAIs from all INTOSAI regions. The posters give an actual and colourful impression of the practise of environmental auditing by SAIs. The Working Group is very grateful to these SAIs for developing the informative and well designed posters. For more details see the catalogue attached;

  • your free copy of the CD ROM "Environmental auditing at work". It is produced  by the Working Group especially for INCOSAI XVII, with all kinds of information on the Working Group and on environmental auditing (see the separate voucher);

  • computers to explore the CD ROM yourself, and to visit our new homepage on INTERNET . Assistance on the use of these products is available;

  • free copies of all other Working Group products;

  • the Staff of the Working Group to answer all your questions on environmental auditing and the Working Group.

CD-ROM

 

Especially for INCOSAI XVII the INTOSAI Working Group on Environmental Auditing developed the CD-ROM "Environmental Auditing at work". It includes a copy of the website for those who have no access to INTERNET, background information on the Working Group, all Working Group products in the various INTOSAI languages, two videos on environmental auditing and much more. It is available at INCOSAI XVII in Korea for all delegates. With the voucher attached you can get your free copy at the Environmental Auditing Information Centre in the Moderato Room. Open Sunday 21 October to Wednesday 24 October.

Products of the Working Group

The Working Group developed a number of products relevant to the INTOSAI community, that are available to you at INCOSAI XVII:

  • The INTOSAI Booklet "Guidance on conducting audits of activities with an environmental perspective";

  • The INTOSAI Booklet "How to co-operate on the audit of international accords with an environmental perspective";

  • The paper "The audit of International Environmental Accords" is a follow-up to this booklet;

  • The restructured and updated website of the Working Group. New address: www.environmental-auditing.org;

  • The on-line bibliography of environmental audit reports, with more than 1200 reports from SAIs all over the world;

  • The Working Group document on "Sustainable Development";

  • The Working Group document on "The results of the third INTOSAI survey on environmental auditing". Also the comparable paper on the results of the second survey (1998) is still available;

  • The Working Group document on "Natural Resource Accounting";

  • The CD-ROM "Environmental Auditing at work";

  • The Workplan 2002-2004 of the INTOSAI Working Group on Environmental Auditing.

All Working Group documents will be available at the Information centre of the Working Group in the Moderato Room. There you will also find reports of some audits of international environmental accords by SAIs.

New Chair of the Working Group

The Netherlands Court of Audit has been the Chair of the INTOSAI Working Group on Environmental Auditing for nine years now.  At the 48th Meeting of the INTOSAI Governing Board we will propose to resign as Chair, as we already announced at the previous INCOSAI. At the 7th meeting, the INTOSAI Working Group decided to nominate Canada as candidate for the Chair. We hope that the SAI of Canada will be accepted as the new Chair at the 49th Meeting of the INTOSAI Governing Board.  The Netherlands Court of Audit will step down as Chair but will stay on as member of the Working Group.

Regional Working Groups

The INTOSAI Working Group grew rapidly since INCOSAI XVI in Uruguay. At this moment there are 37 member SAIs. The main important activity of the Working Group between 1999 and 2001 was to stimulate a larger involvement of the INTOSAI-regions. The strategy of the Working Group met with enthusiasm in the regions. By the end of 2000, the INTOSAI regions AFROSAI, ARABOSAI, ASOSAI, EUROSAI, SPASAI and OLACEFS had developed their own regional Working Groups on Environmental Auditing, or other ways to co-operate. The same is the case for the SAIs of the USA and Canada.
