Information bulletin for the members of the Intosai Working Group on Environmental Auditing
Volume 1, Number 1, December 1996
This is the first issue of Green Lines. By means of this bulletin the members of the Working Group on Environmental Auditing can keep each other up to date on the state of affairs of their activities and other developments in environmental auditing. Mrs. Saskia J. Stuiveling, chairperson of the Working Group, invites any member who wants to inform the Working Group on environmental auditing issues to use this bulletin. Send your articles by e-mail, fax or post to the editor. You will find the fax- and telephonenumbers, e-mail and postal address on the next page. Green Lines will be published approximately once a month.
Production of booklet on standards and guidelines
The work on the booklet on Environmental Auditing Standards and Guidelines is proceeding. As Mr. Martin Matthews informed us the members of the subgroup are discussing a draft proposal. The subgroup consists, besides Mr. Matthews, of Mr. Graham Randall, Mr. Olav Lüüs, Mr. Dexter Peach and Mr. Peter Guerrero, Mrs. Jill Goldsmith and Mr. Tim Bristow, Mr. Joergen Mohr and Mr. Klaus Werner.
Mr. Wayne Cluskey did a lot of groundwork on the update of this questionnaire by commenting the old questionnaire and giving suggestions for the new one. Mrs. Sylvia van Leeuwen has prepared the draft version. She was very glad to receive comments on the draft questionnaire from 14 members. These comments will be incorporated in the last version, which will be sent to the INTOSAI community before Christmas. For their information the members of the Working Group will receive the questionnaire in advance.
The next meeting of the Working Group will be held either in Peru or in Estonia. Mr. Victor Enrique Caso-Lay, president of the Peruvian SAI, and Mrs. Karen Kuller, liaison officer of the Estonian SAI, have offered to host the meeting. Mrs. Saskia J. Stuiveling is very grateful for these offers and is presently considering them. The meeting will probably be held in June/July or September 1997. Very soon the chair will fix the date and location.

The chair welcomes Dr. Helmut Berger and his deputy Mrs. Andrea Schagowitz as new members of the Working Group. They replace Mr. Gerhard Unger, who has been a member of the Working Group since 1993. The chair thanks Mr. Unger for his contribution to the Working Group in the past years .
Booklet on co-ordinated audits of international treaties
Mr. Johan Henry Norvalls and Mr Wayne Cluskey started their activities on the production of a booklet concerning co-ordinated audits of, amongst others, international environmental treaties. This booklet will contain some advice on the auditing of international environmental treaties, which will be executed by two or more SAIs. It is meant to be a helpful guide on co-ordinated or joint audits on environmental international accords and will if possible be illustrated by examples on the theme "fresh water".
Sai of hungary interested
The SAI of Hungary has asked for information concerning the Working Group on Environmental Auditing. This SAI has received the Work Plan 1996-1998 and the speech Mrs. Saskia J. Stuiveling delivered during the 42nd meeting of the INTOSAI Governing Board, June 26 1996.
Natural resource accounting
Research on natural resource accounting has started. Mrs. Nuria Ringe Jonkhoff (trainee) and Mrs. Ali van der Tempel will perform the preliminary study. They will be very glad to receive information on natural resource accounting in general or as practised in specific countries.
