for the members of the Intosai Working Group on Environmental AuditingVolume 3, Number 2, July 1999
In the previous Green Lines we announced that the Sixth meeting of the Intosai Working Group on Environmental Auditing would be held in South Africa. Mr. Kluever, the Auditor General of the SAI of South Africa, had invited the Working Group for the next meeting. We can now announce that the meeting will take place in Cape Town, early April 2000. The exact date and times are yet to be set, but we will let you know as soon as possible, when the information becomes available.
In the mean time, many things are happening in the field of Environmental Auditing. As you know, at the Fifth meeting of the Working Group in Peru, it was decided that a process of regionalisation would be started. In this Green Lines you will read about some of the latest developments. For example, about the ‘Trekkers’ Workshop that was held in The Hague, 17-18 June 1999, and a number of developments in certain regions. All this means that we are firmly ‘en route’ to the sixth meeting in Cape Town. From there on we will go to the 2001 meeting in Seoul!

The Green Lines of March 1999 gave an overview of the Trekkers for each Intosai region and, in the case of Eurosai, of the Subtrekkers that within Europe have taken it upon themselves to co-ordinate the new developments for a certain area. Two new main developments can be reported. First of all, in the Asosai-region, the SAI of the Republic of Korea has volunteered to act as Trekker. Secondly, in the Eurosai-region, the SAI of Romania has volunteered to act as Subtrekker for the Black Sea area in Europe. We welcome these SAIs to our Working Group and we wish them good luck carrying out their tasks!
For your convenience, in the table on the next page we present the latest overview of regional Trekkers and members of the Start-Up Teams.

PeruWorkshop "Trekkers" in The Hague, The Netherlands
On 17 and 18 June 1999, the Workshop for Trekkers was held in The Hague. Present were representatives from the SAIs of the Republic of Korea (for Asosai), South Africa (Afrosai), Poland, Norway, Romania, the Netherlands (Eurosai), Peru (Olacefs-Carosai), New Zealand (Spasai) and Canada. Mrs. Saskia J. Stuiveling chaired the two-day meeting. The SAIs of Malta, Brazil and Egypt were not able to attend the meeting.
The purpose of the meeting was to assess the progress in the process of regionalisation, what steps will be taken next, and how the SAIs can help each other with stimulating ideas, new plans, etcetera. Therefore, each participating SAI presented an overview of:
- The current state of the art with respect to the process of regionalisation and environmental auditing in their (sub)region;
- New activities that will be carried out in the (sub)region between now and our meeting in South Africa.
Afterwards, the issues were up to discussion. It turned out that a number of ideas that have come up in one region can also be used in other regions. Two such ideas are the Eurosai-idea of dividing up the region in subregions, and making particular SAIs ‘responsible’ for the developments there, and the Asosai-idea of organising a region-wide training course on Environmental Auditing. Both issues will be discussed below.
The meeting also included some other activities, such as a discussion on the recent report of the Netherlands SAI ‘Compliance with International Agreements on Wetlands’, visiting a Dutch Wetland together with a visit to the Netherlands Society on the Preservation of Nature, and a meeting with representatives of the Embassies in the Netherlands of the countries that were present at the Workshop. At the end of the meeting, the group discussed which issues could be placed on the agenda for the Sixth meeting of the Working Group in South Africa, April 2000.

Asosai
Course on environmental auditing by sai of republic of korea
In April, the SAI of the Republic of Korea hosted an training course on environmental auditing, that was attended by delegates of 26 Asosai member SAIs. The SAI of the Republic of Korea organised a course on Environmental Auditing for Asosai members. The training course, which was sponsored by Asosai, was attended by no less than 27 of 31 Asosai countries! To get some idea of what the course was about, visit the Web-site! Alpha and beta project: an audit on the rio mantaro basin
The General Comptrollership of Perú is conducting an audit on the environmental management of the Rio Mantaro Basin. This is a zone with vast vegetation, several rivers, two lagoons, soils with high agricultural potential and several natural resources.
Eurosai
Subco-ordinators meeting in Warsaw, Poland, 12-15 april 1999
The SAI of Poland acts as the coordinator in forming a Eurosai Working Group on Environmental Auditing. A meeting with the European subco-ordinators was held to gear strategy and activities in Europe in the same direction. Preparations for Eurosai congress in Paris
Regional working group established
At the Eurosai-congress in Paris, May 1999, the proposal by the SAI of Poland to establish a Eurosai Working Group on Environmental Auditing was welcomed by the member-SAI’s. Twenty SAIs have joined this working group.
Report on ‘wetlands’ by netherlands court of audit
The Netherlands Court of Audit has just published the report "Compliance with International Agreements on Wetlands: The worldwide RAMSAR convention, the EC Wild Birds Directive and the EC Habitat Directive". The report received considerable attention in the Dutch Parliament. It is translated in English and in Spanish, and can be ordered from the Netherlands Court of Audit by e-mail: environmental.auditing@rekenkamer.nl

Audit ospar convention
The SAIs of Norway, Denmark and Iceland are in the process of performing a concurrent audit on the Convention for the Protection of the Marine Environment of the North East Atlantic, also known as the OSPAR Convention.
Audit on air pollution, eastern europe
The SAIs of Poland, the Czech Republic and Lithuania will conduct an audit on the implementation of tasks in the sphere of air pollution.

SAI of the Czech Republic
Mr. Miroslav Kruchina replaced Mr. Bohdan Hejduk as the representative of the Czech Supreme Audit Office in the Working Group. Mr. Kruchina is the Director of the Department of Environment and Construction in the Supreme Audit Office. The chair welcomes Mr. Kruchina and thanks Mr. Hejduk for contributing to the Working Group.
SAI of El Salvador
Mr. Mauricio Machón, advisor to the President of the SAI of El Salvador, will be the new representative for the SAI of El Salvodor. The chair welcomes Mr. Machón and looks forward to cooperation with him.
New members
Most of the new members of our Working Group have appointed a representative from there audit institution.
Iran: Mr. Asghar Hamidi, Director General of auditing Affairs of Government Companies, will be the new representative for Iran.
Jordan: Dr. Abed Kharabsheh, President of the Audit Bureau, will be the representative of Jordan.
Paraguay: Mr. Octavia Augusto Airaldi Brizuela, Director General on Environmental Audits, will be the representative of Paraguay.
Zimbabwe: Mrs. Josephine Mukomba, Deputy Auditor General, will be the representative of Zimbabwe.
Korea: Mr. Kilyoung Chung, Deputy Director International Cooperation, will be the representative of Korea.
Romania: Mrs. Marilena Demian will be the representative of Romania.
The chair welcomes all the new representatives and looks forward to cooperation with them.
